ALLEGHANY COUNTY: George “Chip”
Snead was chosen by unanimous vote
to become Alleghany County’s
new county administrator. He was
one of two candidates suggested by the Virginia Association of Counties (VACo). He was Roanoke
Assistant City Manager when he
retired in June. He had been with the city for 24 years. Public Works Director Jon Lanford had been acting

AMHERST COUNTY:
Amherst County Administrator Bryan
David announced his resignation and
took the job as King George County
Administrator. He had previously
served as Brunswick County
Administrator from 1997 to 2000. He
said he looks forward to working in a county where growth
pressures have made it the 68th fastest growing locality in the
country. He will be making $126,000 up from the $93,000 he was making. For

ARLINGTON COUNTY: Senior managers from Alexandria,
Arlington, Fairfax, Loudoun, and Prince William were sent to help with local government management in New Orleans in response to the area being ravaged by Hurricane Katrina.
The ten member team represents all levels of local government
including a county executive,
police chief, emergency managers, and regional fire protection
leadership. The team responded to a
request from the Emergency
Management Assistance Compact and
being led by Prince William

CITY OF BEDFORD:
City Manager Craig Meadows has left that position to take one in Monroe, NC. Prior to
taking the Bedford job seven years ago, he was the Monroe Assistant City Manager. His resignation comes after the city has been
struggling to solve a problem with a city owned landfill that
is contaminating groundwater. They announced in March 2004 that
the landfill is leaking contamination beyond its borders into a
nearby Bedford County neighborhood. The city recently submitted a ten
year mitigation plan to the Department
of Environmental Quality. He was earning
$105,000 a year in Bedford and will be making $130,000 in his new

BEDFORD COUNTY:
A York County Special Programs
Manager has been hired to be the new
Bedford County Assistant
Administrator. Frank J. Rogers was with York County for
seven years. He also served as the county’s housing chief since
2001. Before that, he worked as a staff assistant in
Blacksburg. For more information

BLACKSBURG: Blacksburg Town Council hired Marc A. Verniel as town
manager. He had been interim manager
since March, and was hired from a pool of 76 other candidates.
A Hampton native, Marc Verniel came to Blacksburg as a student and scholarship football player in
1988. While in school, he interned with the town in planning. After
working in several different capacities in the town, he was
appointed assistant town manager in 1999. He will receive $110,000 salary, and he
succeeds Gary Huff who retired in March, then took another job out

CENTER FOR RURAL VIRGINIA: State Senator Frank M. Ruff
Jr. announced the hiring of Glen C. Sink as the
new executive director of the Center for
Rural Virginia. The Center was
founded to serve as a catalyst to generate creative approaches
for sustaining economic growth in the rural areas
of Virginia. Glen Sink previously was
with the Dairymen, Inc., a regional marketing cooperative, with the State Fair of Virginia, and with CastingCares, a customer care service. He is also a past chairman of the
Virginia Agribusiness Council. For

CHESAPEAKE: City Manager Clarence Cuffee hired Wanda Bernard-Bailey
to be the city’s deputy city manager
for human development and community
initiatives. She will earn $120,000 and is one
of three deputy city managers. She has been a civilian
employee for the Navy since 1992 when she
was hired as a clinical social

EMPORIA: Emporia Interim City Manager Nathan George has hired Clinton
H. Strong, VLGMA Range Rider and
retired Hopewell City Manager on a part time basis as a special projects coordinator. Employee turnover management
positions has been unusually high
and a number of projects were behind schedule as a result. He
is working on clarifying roles and responsibilities between the
Emporia Housing Authority and the city,
public works organizational issues,
as well as a renovation project to provide new facilities for the constitutional officers, and developing general policies for the interim city manager. For more information call
